The Uttar Pradesh Government plans to support the development of at least 50 world-class AI startups in Lucknow as part of its efforts to establish the city as one of India’s leading AI innovation hubs.
Chief Minister Yogi Adityanath said the state government will provide full support to establish, strengthen and help these startups reach global markets. He also urged HCL Tech to partner with the Uttar Pradesh Government in the initiative.
Lucknow to Expand Beyond IT Services
Speaking at a programme marking the 10th anniversary of the HCL Tech Lucknow campus, Yogi Adityanath said Lucknow needs to move beyond its position as an IT services centre.
The Chief Minister said the city should develop into a major hub for AI, semiconductors, cybersecurity, computing technology and deep tech. He highlighted the need for government and industry to work together to create the required innovation ecosystem.
Uttar Pradesh IT and ITES Exports Cross ₹1 Lakh Crore
The Chief Minister highlighted the growth of Uttar Pradesh’s technology and infrastructure landscape over the past decade.
According to him, the state’s IT and ITES exports have increased from around ₹12,000–15,000 crore a decade ago to more than ₹1 lakh crore. The state has set a target of ₹2.5 lakh crore in IT and ITES exports over the next four years.
Electronics Exports Rise to ₹45,000 Crore
Uttar Pradesh has also recorded growth in electronics exports, which have increased from around ₹3,800 crore to ₹45,000 crore.
The state is targeting electronics exports of ₹2 lakh crore by 2030, according to the Chief Minister.
New and Existing IT Parks Strengthen UP’s Technology Ecosystem
IT parks are currently operational in Lucknow, Kanpur, Prayagraj, Meerut and Agra. New IT parks are also being developed in Varanasi, Bareilly, Kanpur and Gorakhpur.
Under the new Startup Policy, Noida and Lucknow are being developed as deep-tech hubs. Work is also progressing towards developing India’s first AI City and a comprehensive AI ecosystem in Lucknow.
HCL IT City Lucknow Phase 2 Launched
On the occasion, Yogi Adityanath launched Phase 2 of HCL IT City Lucknow. The expansion will cover approximately 9.5 lakh square feet across 20 acres.
The project involves an investment of around ₹500 crore and will include a new IT building, capacity for around 5,000 seats, multilevel parking and modern facilities.
HCL IT City Expansion to Create 6,000 Jobs
The Phase 2 expansion of HCL IT City Lucknow is expected to create approximately 6,000 direct and indirect employment opportunities.
The development marks another step in the expansion of HCL Tech’s presence in Lucknow and the broader technology ecosystem of Uttar Pradesh.
HCL Tech to Train 1,000 Local College Students in AI
HCL Tech Chairperson Roshni Nadar Malhotra said Uttar Pradesh is the karmabhoomi and home of the HCL Group.
She said HCL’s decision to invest in HCL IT City Lucknow reflects the company’s belief that global technology and talent can develop beyond metropolitan cities when the right opportunities and infrastructure are available.
Roshni Nadar Malhotra also announced an AI training programme for 1,000 students from local colleges. The programme will focus on providing students with future-ready skills and career opportunities.
HCL’s Social Programmes Reach Over 50 Lakh People
The Chief Minister also highlighted HCL’s contribution to social development through its programmes in Uttar Pradesh.
Over the past 10–11 years, HCL’s programmes have reached more than 50 lakh people and over 3,000 villages. The initiatives have focused on areas including rural livelihoods, education and development.
Lucknow Targets Global Emerging Technology Hub Status
The 10th anniversary of HCL Tech’s presence in Lucknow marks a decade of collaboration between the technology company and Uttar Pradesh.
With plans to support 50 AI startups, develop a comprehensive AI ecosystem and expand HCL IT City, the state government is focusing on strengthening Lucknow’s position in AI, deep tech and other emerging technologies while creating new opportunities for the state’s young workforce.
