A recent survey by Park+ Research Labs, India’s only digital-first data-driven survey platform, has shed light on a concerning lack of awareness among Delhi NCR car owners regarding Pollution Under Control (PUC) certificates. With a sample size of 5,200 car owners, the survey highlights the urgent need for increased awareness and action to tackle vehicular pollution in one of the world’s most polluted urban regions.
Key Findings Highlight Lack of Awareness
The survey found that 63% of respondents were unaware of the status of their car’s PUC certificate, while 11% did not know what a PUC certificate was or how to renew it. Even more alarming, 27% of respondents admitted to being indifferent when asked about the link between non-compliance with PUC norms and its contribution to air pollution.
This widespread apathy is concerning given that vehicles—both public and private—are among the largest contributors to air pollution in Delhi NCR. A study by the Centre for Science and Environment (CSE), released on November 6, 2024, revealed that vehicles account for 40% of PM2.5 emissions and a staggering 81% of nitrogen oxide (NOx) emissions in the region.
Why PUC Certification Matters?
Under the Motor Vehicles Act, a PUC certificate is mandatory for all vehicles on Indian roads. The certification ensures that a vehicle’s emissions meet current pollution norms, helping mitigate its environmental impact. Failure to maintain a valid PUC certificate attracts a fine of ₹1,000. Car owners can conveniently check their PUCC status on the Park+ app.
With Delhi NCR’s Air Quality Index (AQI) levels frequently crossing the hazardous mark of 450, the significance of keeping emissions in check cannot be overstated.

An updated PUC certificate is a small individual effort by car owners to ensure that they are ensuring that their cars are well maintained, are meeting the set emission standards and are not harming the environment. Unfortunately, AQI levels in Delhi NCR have crossed 450 and it is imperative that as car owners we take small but significant steps to ensure that our car emissions are limited to the govt approval levels. Our survey sample covered over 5,000+ car owners and the lack of awareness with respect to PUC certificates were a bit shocking. At Park+ we are rolling out a PUCC camp, where car owners can book a PUCC checkup and get their certificate immediately. We are confident of getting a positive response from each and every responsible car owner in Delhi NCR.”

The survey findings highlight the urgent need for change in car owners’ attitudes toward emissions. With over 3 crore residents in Delhi NCR regularly exposed to hazardous winter smog, the health impacts are profound—ranging from respiratory issues to shortened lifespans.
Updating PUC certification is a small but impactful step that every car owner can take to contribute to cleaner air. As Delhi NCR grapples with the escalating air pollution crisis, initiatives like those by Park+ are critical to fostering greater accountability and awareness among vehicle owners.
